Morrow County, Government Center

Fortis Construction formed a design-build team with CIDA to deliver this new $7.1M Government Center for the Eastern Oregon County. The replacement of the existing Morrow County building is a 12,800sf, pre-engineered metal building; the new space brings multiple Morrow County services all under one roof including County Sheriff’s office, Veterans Affairs, Juvenile Office, Justice Court, multipurpose conference room, Commissioner’s Offices, and various Planning and Transportation Departments. The main goals of the project were to maximize the square footage available in order to accommodate the needs of multiple stakeholders so that the building could effectively serve the community. Fortis and CIDA were able to create functional spaces that incorporated both the County’s administrative needs as well as the needs of the police and court facilities. The Justice Court space serves multiple purposes and can be used to meet the needs of a courtroom while also scaling back to operate as a large conference room. Also, Fortis has history of success delivering projects in Eastern Oregon for the Oregon Military Department and Eastern Oregon University; thanks to the relationships established with local subcontractors through these past projects, Fortis was able to assemble a high-quality local team of subcontractor and specialty work partners that has kept the project on schedule and within budget. Utilizing a local workforce for this public-sector effort, Fortis also ensured economic empowerment for the Eastern Oregon area by keeping dollars in the community.
